CFC Download Warnning

AS RT PO license transfered to inside PLC when download program
When you download new configuration you cal lost license inside PLC

my problem is occured by downloading to a REAL CPU(414-3XM05-0AB0 ROM V5.2.1)first time
License "SIFCYASRPX0700A" Can not solve this problem.
PCS7 version is 7.0 sp2

should not you encounter this problem?

In Logs windows after Chart compile is ready at Download tab I recive an error and at details i recive this text:

"More POs are needed for the program to be loaded that are currently available in the ALM.
The program is still loaded but the error state is noted.
Once the licenses have been increased, the POs marked with this error state are included in the booking during the next download.
You can find detailed information on PO licenses under
Counting and Booking PO Licenses "
