I don't remember our Vacon NC type but I have downloaded "NC Drive" freely from Vacon site and connect with DB9 and it work.I have no idea if it help?

Vacon NC1131-3 is a software like ABB DriveAP, it is used to program some simple internal PLC program inside Vacon inverter
