this dll is a part of youre windows installation , but wincc reconfigures it
but sometimes in startup sequence this file gets corrupted
i resolved this with copy alxmgina.dll from working pc to failing pc
you will need software like BART-PE to do this , then you can work on youre files without windows starting up
