If RS Emulate does not work on WIN 7 , make sure nothing from National Instruments is installed on the computer.
Just found this out after debugging with WinDbg.

Hi all,
If RS Emulate does not work on WIN 7 , make sure nothing from National Instruments is installed on the computer.
