[?]: connect Intouch 10.1 to PLC AB Compactlogic

i have a big problem,
i used to use window xp to connect to PLC using Kepware, OPC Link and OPC Tag Creator, it's ok.
Now i change my operator system to Window server 2003 r2, there is a problem when i set up OPC Tag Creator :

"Fail to creat INU file, setup will abort now"

I don't know how to fix it.
Can any body help me???
or give me other solusion.
