Date & Time in ODBC different from Diagnostics Viewer's

You can see time in Access was delayed (approximate 7 hours). Time in Diagnostic Viewer is the correct time!
My alarm and event data has same problem but other tags are return correct time!

other tag was correct


Please tell me is It a bug? If yes, how can I fix it?
