WINCC 7 templates

Hi dear all,

I new in WINCC, so may be my questions some incorrect - but,

Are there ways to create templates in WINCC 7 (like WINCC flex, or Citect) – it must be one background page with common information (Current user, Date/Time ect.)? …How every page can include this template page ?
In some topics I find few recommendation via layers – but can not understand how layer can be like template, - we can hide or show layers in runtime at the page using some variables, and assign layers for every object of page, - but this is not template, this is layer like ACAD

You can create PDL with picture window: everything on this PDL will be 'common information', inside picture window you can load different PDLs.
