[?]: problem with open PanelBuilder 32

Every time I try to create or open a new I get this error message...

"Unable to locate dbtemplate.mdb in directory specified by registry or file may be write protected.
You may need to re-install PanelBuilder32".

any ideas? I'm running windows 7 32bit

*edit . Also tried on Windows XP and got same error.
