you have to use Decart Private Disk, do not forget the pass 12345678 to open dpd file

ok, this version of DPD file is supported only with decart v 2.10 (other light original version and so on cannot recognise format), you should run registration wizard from Program Files\Schneider Electric\Vijeo-Designer 6.2\Vijeo-Frame\Registration folder and choose "transfer license", and select dpd drive.

You will have to fill this, otherwise your installation will be limited and you will not be able to activate the program with the .dpd file
