I think that is looking for "SIELP7RTX19999" instead of just "P7RTX19999" key.
In the mean time you can change the hardcoded string SIELP7RTX19999 key name into SIFLP7RTX19999 (one char E -> F for float lic or E -> S for single lic) in the file s7jcombx.dll with a bin editor.
