HmiES.exe error when open WINCC Flexible 2008

Hello,
When i open WinCC Flexible 2008 SP3 it is showing a massage " The application failed to initialize properly (0xc000007b).
HmiES.exe application error.
I tried uninstall and re installed WINCC Flex 2008 for no of times all the times but i am getting same massage.
I also already reformat my laptop using fresh copy Windows XP SP3.
Kindly help me.

Anyone?
I have been facing this kind of problem for 3 weeks.
I install/uninstall WINCC Flex 2008 SP3 so many time, and reformat my Windows XP so many time,
but the problem is still same.

Please help me. I almost give up.
