Try the newest TIA Portal V13SP1. You can get the trial versions online after registration. Get the "TIAP V13 SP1 Step7 Professional" and "TIAP V13 SP1 WinCC Professional".
It is best used inside a VirtualBox with Windows 7 x64 SP1. After installing, make a backup(snapshot). You can then rollback VM snapshots and reactivate the trial licenses over and over.
