WinCC WebUX Operate or Monitor?

After I installed the keys by EKB, I found that I could only use WebUX as "monitor" althought I had installed both "monitor" and "operate".
Anyone could help?

Can you tell me if I want to enable "operate" which option do I have to chose in user administration?

I wonder if it is really a name error because the information I listed is shown in SIMATIC License Manager.
