Software for PLC PEP modular computers?

What software is used to upload and fix the program PLC PEP ?

The software for PEP Modular Computers SMART I/O is ISaGRAF v3.xx with Library module from PEP. To upload the program from SMART IO you need the RS-232 cable with RJ-45 <> DB-9. But if it have password protected you can not upload it but you can upload target file inside it by using OS-9 Terminal program. The software ISaGRAF v3.xx is suitable with MS-Windows 2000 or XP only.

now the problem is "Library module from PEP".
I'm thinking of throwing away PEP and putting a cheap Chinese PLC
