Problem with IEC steps in Control Expert (Unity Pro XL)

Hello.
I tried to use IEC steps (SFC) in Control Expert (Unity Pro XL). I put a qualifier "P" which means the step will execute once when the step starts (in the beginning) and another time when the step ends (at the exit). But by some reason my step executes four times. Why could it happen?
Also a detail: when qualifier is not set (i.e. it's set to "None") the step executes four times too.
