[?]: WinCC 2008 RunTime Advanced SP5 - install error

Hello,
The system is Windows 7 SP1.
I have a problem with the installation of WinCC 2008 In the version Sp5 no matter whether RunTime or Advanced.
When I try isntalation it displays the error “can't initialize objects”.

Trying to install with Windows Defender disabled does not work.
Of course it installs with administrator privileges.
An attempt to install in safe mode ends with the same “can't initialize objects” error.
Trying to install WinCC Runtime 2008 Sp3 goes without a problem.
However, I need SP5. What could be the problem?

I use origimal English Windows with Kaspersky = Siemens work without problems.
